You do not download a scenario when you click on "get data". The storage.csv file is used for the UserInfo. You can for example check Highscores there or just who ever played your scenario. Depends on your code.
You can only download it, if the source code was published; no matter if you are the owner of the scenario or not.
The 'get data' link is used to get the UserInfo storage for that scenario, not to get the source of it. It appears you did not publish the source of the scenario when you uploaded your project onto the site. Therefore, it is not readily available.
