The default format would presumably be the one set up on your system.

So then I don't need it for displaying the current time, if I'm displaying time for other countries then those will have to be set to the right format.

I do not know why you would need it then, either. If they ran the code on their computer, then their current system date/time will show in their (default) locale format.
